USAWA: Strengthening Integrity and Accountability in Kenya’s Healthcare Sector

Fraud, waste and abuse undermine healthcare financing, service delivery and public trust. This brief documents Global Compact Network Kenya’s contribution to the United Society Against Fraud, Waste and Abuse (USAWA) Programme from October 2023 to January 2025, funded by the United States Agency for International Development through a consortium led by Transparency International Kenya.

Working across Isiolo, Kakamega, Kilifi, Mombasa and Nakuru counties, the programme brought together private healthcare institutions, professional associations, regulators and other stakeholders to identify corruption risks and strengthen collective responses. Activities included a baseline corruption risk assessment, county-level conventions and training for 15 Trainers of Trainers. More than 200 healthcare professionals were engaged, and 60 private healthcare institutions committed to the Code of Ethics for Business in Kenya.

Despite the programme’s early closure, it established networks and local capacity to support continued action on healthcare integrity. The brief presents the programme’s interventions, results and contribution to stronger accountability, alongside opportunities to build on this work through future partnerships.
