The Persons with Disabilities Act 2025 updates Kenya’s laws to strengthen inclusion and equality for people with disabilities. It replaces the 2003 law and sets clear responsibilities for both national and county governments to ensure access to education, employment, health care, justice, and public participation. The Act prohibits discrimination, abuse, and harmful practices and guarantees accessibility in transport, buildings, technology, and financial services. It also encourages inclusion by offering incentives for employers who hire and support people with disabilities.

A key part of the law is the restructured National Council for Persons with Disabilities, which now has expanded authority to enforce accessibility, coordinate national and county actions, and promote disability mainstreaming. It introduces adjustment orders for non-compliant organizations, penalties for discrimination, and financial reliefs such as tax exemptions and access to credit. Overall, the Act places dignity, equality, and participation at the heart of national development, creating a stronger foundation for a more inclusive Kenya.
